The Team Luna rider worked her way to the front quickly, climbing on the first lap with Jolanda Neff. Pendrel saw that Neff was having to push up that first climb, and it was all the encouragement the Canadian needed to charge away.
Pendrel rode alone for the rest of the race, eventually building a lead of more than 30 seconds beyond the closest chaser.
Tanja Zakelj finished in second, surging faster in the latter portion of the race. The Unior Tools rider crossed the finish line 29 seconds back from Pendrel.
Zakelj had overtaken Annika Langvad of Specialized Racing. The Dane had been riding much of the race in second place, but dropped three seconds to Zakelj by the finish line.
Neff struggled through much of the race, a contrast to her dominant performance a week earlier at the Mont-Sainte-Anne World Cup. She finished fourth.
The podium was rounded out by Slovenian Blaza Klemencic of the Feenstra Felt team.
Emily Batty finished up in eighth overall, more than two minutes back from Pendrel.

Sandra Walter was again the third fastest Canadian woman, finishing 20th.
Neff locked up the World Cup title in Windham, the 21-year-old becoming the youngest rider to ever accomplish the feat.
